Yes and no. Its very important in terms of the hospitals and
universities. As a major center for nightlife? Not so much.

There are buses that run after midnight. However, it more likely that
the specific but that he wants doesn't run until that time or that he
has to transfer to another bus whose last run requires him to leave at
11:40. There used to be a 24 hour bus service but not enough people
were using it and it was costing too much money to run an empty bus.
