I said "almost impossible."  And if there are only 57 smoke-free bars
(as listed at that URL) in all of Allegheny County, most of them
restaurants (which cater to a different crowd than going-out-drinking
bars), I think that proves rather than rebuts my point.

If there isn't a ban, almost every smoker is going to go to a bar that
allows smoking, which means their friends will go there with them.
Only if there is a comprehensive ban will they have to suck it up and
choose between going out and smoking.
